I can't really say who is the intended audience for CFReport Builder. I would assume it is geared towards developers, as most reporting tools like Crystal, Oracle, etc. are usually designed by the developer.
Being that the CFReport Builder utilizes RDS to access the datasource it does cause security concerns. However you do have the option of enhancng your network security and only allow RDS traffice to certain MAC or IP addresses. This could alleviate some risk, but definitely not all. I would only recommend this setting on an internal network or through a VPN. The fact that the RDS service is accessbile at all over the internet is enough to cause heartburn. However, it is very common for intranet users to have direct access to a datasource. Most financial experts / accounts who are worth thier salary are well versed in SQL and should be allowed to query thier own reports. This of course means a very granular security mechanism in your datasource. Quick Anser: Intended for developers.
