I don't think it matters in this instance, as mine is empty as well, but still runs C++ custom tags fine. The CFX tag you referenced had a dll extension, and is a C++ tag and not a Java tag.
Have you tried calling the tag from a cfm template outside of the cfide directory, from a folder in the wwwroot directory, for instance?
