We have a Newsletter system we have for our clients to use and what we've done has minimized the number of "spam" issues and complaints.
We personalize each email with the recipient's first and last name as well as other saved info. Right underneath it is the unsubscribe link. Though it's somewhat inconvenient, it's dropped the spam reports significantly... Even if you do everything right, some recipients will accuse you of spamming for instance simply because they forgot they subscribed. Make sure you and all people allowed to send email through the manager read RFC 3098 and keep appropriate records of subscribtions.
