To the best of my knowledge, there's no Apache directive that specifically allows you to block access to directories whose names match part of a URL pattern. However, you could rewrite URLs to get the result you desire, with Apache or IIS. I'm not sure what you mean by "very rich" - it provides all the functionality to manage IIS, and IIS has quite a few switches. However, you can manage IIS without the GUI, using either the Metabase Editor (IIS 5) or any text editor (IIS 6). All of the IIS configuration information is stored in the Metabase, which is just a big, ugly XML document with IIS 6.
