You don't need enterprise to do failover or basic load-balancing (but you do need something to do that). Yes. For what it's worth that's about $90,000 cheaper than a similar WebSphere configuration and less than half of most other "enterprise" options. You might be able to stick with CFML and go even cheaper by adopting BlueDragon (if your app will run on it).
