Well I doubt seriously that the client knows or cares how it gets
redirected. They can see the url and the small lock icon in the bottom right
corner and know it's a secure URL.

I can think of a couple reasons why a client wouldn’t want it secured but
the first one that comes to mind is hosting cost. Many people charge more
for SSL hosting (some even by the number of secure pages). If that is the
case, I'm sure they want it done.

For all we know, they saw their home page as a secure url and think that is
how it is always going to be. There are also personal browser settings that
control the way SSL pages are viewed such as the SSL versions.

It's a terrible spot to play your "we know best" card with a client since it
can be remedied... but that's just my take.

this is a perfect spot for client intervention.
there is nothing wrong with your cflocation doing a fully
qualified url that is ssl enabled (https://www.) rather than (http://)
since it doesnt hurt, in any way shape or form, it shouldnt even
be a choice that they have to make.  i cannot see ANY way to prevent
that, unless maybe you set the settings on IE back to allow ANY traffic
in any way, and that would be dumb and unsecure... this is just dumb.
sorry dude.  are they this savvy of a client that they pay attention to
whether or not your cflocation tags go to https urls vs. http urls?
