yes.  I was  involved in setting up FRS/DFS once.  IIRC, one box had
to be a DC with the other boxes as members.  Or if the boxes live in a
domain, that DC could do it too.  AD was involved too.  Once setup it
worked fine and dandy...still working in fact after about 3 years now.
