Kevin, What version of CF? There use to be an error where you needed to add a trainly slash to your flashservices/gateway call - it has to do with the passing of the sessionid.
Ben had a blog about it - but I can't seem to find it. Anyway, try: http://10.3.196.31/flashservices/gateway/ (note the trailing slash) or http://10.3.196.31/flashservices/gateway/?
