OK, OK. Sheesh. Just trying to help. No. I don't think a 10,000 page PDF is going to be a reasonable solution.
Is the content purely text, or are there graphics involved? How big (file size) is a single copy of the document for a single person? Just do the extrapolation on file size, and you will see that it probably won't work unless you have a HECK of a setup. 2,000 4 page PDFs would seem like a much more reasonable idea.
