My first thought is simply that if you could do this, it would by definition be a web service. A web service is simply a program that can be invoked via HTTP. CF's web services use SOAP and WSDL, but web services come in many forms - XML-RPC and REST come to mind. My second thought is to ask why you don't want to use web services anyway?
