I don't use DW...so not sure what it defines "layers" as, but have a look at z-index....that is the CSS attribute for layer position (so that's "z" as in the "z axis" x= top to bottom...y=left to right....z= up and down....all 3 dimensions) ;-) So yes...there are layers in CSS Cheers Bryan Stevenson B.Comm.
