Is the CFIDE directory mapped in IIS as a virtual application or a virtual directory? In IIS, it will have a little gear icon if it's a virtual application, or a little yellow folder if it's a virtual directory. If it's a virtual application, compare the application settings to those of the web site itself and see what's different.
