If you just go to http://ip.ip.ip.ip, IIS will use the default website 
and not your domain website. 
Try http://yourdomain/CFIDE/scripts/css/basic_styles.css - I suspect 
that you'll find that you won't be able to access the CFIDE files.

You either need a virtual directory for CFIDE in your domain in IIS that 
points toc:\inetpub\wwwroot\cfide\ or you need to copy the cfide\scripts 
folders into c:\domains\http://yourdomainname.com\wwwroot\
