I haven't really done a ping command before. How would one go about
this?

Looks more like a problem with their proxy server then the web site. It
could be a DNS issue as well but a quick check of the domain name on
dnsstuff.com shows it resolving well every time. There is a possibility
that their DNS server has old DNS information cached... that can be
checked with a quick ping command and making sure the ping goes to the
right IP address. Other then that, I'd  take a closer look at the proxy
server.
