A suggestion - I fell foul of this and it used to take my server 4-5 mins to initialise my application after a restart.
As the sites on my webserver grew and grew the problem seemed to get worse. What I had done was add a custom tag path at a really high level e.g. d:\webroot\CMS so first call to a custom tag would recurse 1000's of directories looking for the correct .cfm file to run.. Once I moved it down to the correct level and actually pointed it at the custom tags folder within the CMS it ran like a charm.
