With 20 years of "do I upgrade" questions for both myself and the client, the conclusion that usually comes to pass (either after a good decision or a bad one) is that upgrading an incremental version is a lot less to chew on than upgrading two or three in one fell swoop. A shortsighted client will likely want to stand pat, but those with any amount of experience will take the path of learning and utilizing a smaller set of new features every couple years, rather than experiencing a paradigm shift that occurs when leapfrogging multiple versions. It becomes a case of pennywise and pound foolish when the client is FORCED to upgrade several versions, and the programmer needs more time to learn the new version.
Is this always the case? Of course not. But in my experience it is in the best interest of the programmer and the client.
