The file is jvm.config. It may be located in different places, depending on
how you installed CF. If you installed CF using the "server configuration"
option, I think it's in \cfusionmx\lib\, although I'm not entirely sure. In
that case, though, you can edit the file using the "java settings" option
within the CF Administrator.

If you installed CFMX "Multiserver Configuration", it'll be in \jrun4\bin.
In that case, you will need to edit it manually. Be sure to back it up
first.
