Spike, Your scenario is very typical of my experiences as well. I think one of the things a lot of developers don't understand is exactly what source control is for. To think that it just keeps track of files being checked in and out is one small piece of the pie. My experiences with VSS have been flaky at best: corruptions, etc... however we are supposedly a MS shop therefore the uppers will not even entertain the notion of using something that offers better stability and a greater feature set.
