You would have to come up with another form of transport: FTP, SMTP,
HTTP, etc.

Then, some sort of script would be configured to tell the DC to run the
file.

Let me state that this is just a wild-ass suggestion. 

I seem to remember that you could build a DC, send it to the remote
location, then have it load a file to basically replicate the domain
information to the remote location.  This generally takes place when
building a new DC, so I'm not sure if this will be possible once the DC
has already been replicated once.
