The user account will need access to <jrun>/lib/wsconfig/<numbered_folder>.

It will also need access to <jrun>/logs and it's CFIDE folder. I think
there's one other location it needs access to as well - may be easier
just to give it modify permission on /servers/<instance> as well as
the wsconfig folder.
