The survey sample for November was 74,291,241. And yes, Netcraft tries to sample EVERY web server on the planet. They run a global web spider once a month, similar to google/yahoo. If you follow the survey, you will notice that the sample increases every month, because they continually find more and more web servers (except during the dot-bomb bust, when their sample was decreasing for a few months because of all the bankruptcies, etc.).
