Hey Mike:

I'd assume that the date that they purchased from him is in the database 
somewhere.  If so, then I'd set up a scheduled task to run once a day 
that sends to those ppl who's purchase is 4 weeks old.  I'd also suggest 
you check with your host to see if they have some kind of web interface 
set up that emulates the cfschedule tag.  A few of the hosts that we 
deal with disable the cfschedule tag, then offer an interface where you 
can do the same thing.  That's gonna vary from host to host.  If they 
don't disable the cfschedule tag, then you're good to go.

Prolly more ways to do it, but that'd be my suggestion.
