It's the Missing Template handler deals with missing pages. A mistake I made was to enter a full url into cf admin for the error handling page.
Unfortunately this means no log is made of the missing template error and I don't fancy writing a whole routine for logging them, so I'll leave as is and in not too long people will latch onto the new pages.
