I know of a couple of in house frameworks that do just this. One for example uses a lot of different custom tags for its CMS and that CMS is used for 20+ sites. Instead of copying that pack of tags to each site they all point to a common spot that stores just one copy of them. That way when a update is done to the core files it does not need to be copied to every site.
