I am guessing that you can't disable application scope since its just a special struct like anything else.
For instance, if you didn't have a struct named Blam, you could still create the variable "Blam.Zap" and CF would create the Blam struct for you and then create Blam.Zap. So maybe it doesn't make sense to disable Application scope as you can't really deny the use of sturcts??? .......................
