That's still consistent with the password issue -- you can have a mix
of old-style and new-style passwords in the MySQL user database (well,
the 'mysq' database specifically). Any new users created would have
new-style passwords while any old database that were upgraded would
have problems with the password -- or it could be some are running
with blank passwords which work the same in either password-style
scheme.
