One of the places we have had difficulty is the stricter standard security 
setting of Wind 2003.  You might look at the user you set up for the 
cf-service.  Is it what it needs to be, to do what it needs to do under the new 
restrictions of win2003?  We had a couple of problems.  One was that the 
password of the user was not strong enough for the settings of the 2003 server. 
 This caused failures somewhat like what you describe, but with little hints as 
to the reason.  It took about 5 hours to find that one.
Another problem is that the user must be allowed to "run as a service" or some 
wording to that effect.
