Yes you can...no I don't know how....I'd bet it's via CFEXECUTE though. I'd look into why it's not running as that may be the bigger issue.
I've seen daily SQl Server backups not run (nor throw a warning when scheduled) because one of the required MS SQL Server services was not running. Perhaps that may be the case??
