You can also make it based on the IP address as someone else mentioned, but
you would be risking disenfranchising people behind NAT and proxy servers.

Yeah, I've thought of that, as well as making them register for the
site.  But that defeats my purpose.  I want lots of people to vote, and
these options would effectively kill the flood.  :/
