I've been thinking about this.  I don't really see that it would be bad
to rely on an external app.  I'm going to rely on something.  It may as
well be the easiest tool for people to use.  So far, Contribute tops the
list.

I rely on Dreamweaver.  If it is discontinued, then I will rely on
something else, except Frontpage.

We are not such as huge university that we need so many backups.  If we
did need a backup, the work would probably come to us two web
developers.  Or, we could create a content admin pool that could share
the responsibilities.

Some of our content admins struggle to use a web browser.  I like
Contribute's way of "editing the page" as far as the users know.  It all
appears to be quite seamless.

I don't know if I would want to have an entire site managed through
Contribute. Your website then would rely on an external application
installed on each machine that you need to have licenses for each person
that wants to edit the pages. Some departments may want to have 2-3
backups in case someone is not there. 

I would suggest going with FarCry for a CMS. It's free, would allow for
multiple layers of security and flow control and would also not have to
have a program installed on every user's computer.
