All you need to do is create a new CFEclipse project, name it and change the default workspace directory to your localspace/directory. I'm assuming any saved change in CFEclipse would be picked up by whatever logic ClearCase uses to update.
There is a plugin for ClearCase here. https://sourceforge.net/projects/eclipse-ccase.
