In the past I have used MSSQL's Import/Export tool for this since it will let you connect to both of those DB types and it is free with their client tools. Usually if I need to do a lot of manipulation I just take what I am importing and put it into staging tables then write some PL/SQL scripts to run aftwards that will do the changes needed and insert into the "live" tables.
