Why do you interpret 508 that way? As long as there is equal functionality for browser readers then the Javascript you use is not an issue. You're agency CIO is being overly restrictive in your 508 policy if it stops you from using AJAX. I test with low vision and deaf coworkers. If all you're doing is saying X technology always fails or "Bobby said it fails" then you've made a personal decision to eliminate those technologies that other agencies haven't.
