I have seen many instances where a site will collect all of the order information (including CC details), and then store it for manual processing later. They do not have online credit card processing, and instead review each order and then charge the card using an existing terminal at their store. Because of the low volume of orders, many times it doesn't make sense to pay monthly for online processing when they already have a physical terminal present that they can run the cards on.
