Aha! After they finally escalated the issue to the higher-ups, I found the issue.
There are two DB apps running in background. They have the server set up so that only one connection can be open at a time when connecting to Access DB's. So, the scripts are timing out when concurrent requests are being made to two different Access DB's. They claim that they worked with Macromedia and this was the solution to a "stability issue with Win2003". Whatever - I guess it's time to upgrade to a SQL Server DB.
