Looks like I was able to connect by specifying additional arguments... C:\CFusionMX7\runtime\lib>java -DWSConfig.PortScanStartPort=2920 -DWSConfig.Port ScanCount=5 -jar wsconfig.jar
Where 2920 is the jndi port from jndi.properties.
