they have the same value.  thats not a bug, try this:

The value of the radio buttons should have no bearing on whether or not
they are checked, nor should an input's value ever have to be unique.
The fact that their names are different should place them in a
completely separate group of radio buttons.

I still think it is a bug.  The exact same form works correctly in both
html and flash format.
