Not an answer, but just so you know. On my dev box I had a test web service, I hadn't touched it in about a month, when I did, it threw the same error you're talking about. I deleted the registration of it from with cf admin and it started working again. That's not the first time I've seen the error. I remember in 6 there was a problem with caching.
