I'm not exactly sure what you mean by "globally declared", but I suspect you
mean local variables that you set within Application.cfm. Custom tags can't
read those local variables. If you want to create variables that will be
shared between your page and any custom tags, but you don't want those
variables to persist beyond a single request, use the Request scope - that's
what it's for.
