I was talking with Ben about this yesterday... We've said from the
beginning with Flex 2 that Flex Builder 2.0 will be "under $1,000" per
developer seat and that will be all you need to build (most) Flex
applications. You will use Flex Builder to create SWF files that you
can deploy anywhere - no server software needed (well, you'll need
*some* back-end technology such as ColdFusion or Java if you want to
handle persistence).

If you want to use data synchronization / messaging / server-to-client
"push" then you will need Flex Enterprise Services - which is a server
component.

The recent announcements around Flex 2.0 said that the SDK (compiler
and framework) would be available free and that there would be a free
version of Flex Enterprise Services (with some concurrency /
connection limitations).

Clearly a lot of people aren't seeing the messages so I'd be
interested to hear opinions as to why this message isn't getting out
there...

Yes, Flex 1.5 was a full server system and was "expensive" (although
if you talk to folks who actually built systems with it, they will
generally tell you that the cost was very reasonable for the benefits
they got from Flex).

It seems the excited folks do have that information - and have blogged
it. But that still doesn't seem to be enough to get the message out.
