1) use numberFormat(n, '9.99') or decimalFormat(n) to display the
value with 2 decimal places on the web page.  whether it's stored as
4.1 or 4.10 in the database shouldn't be an issue.  it's the same
value.  displaying it in a specific format should be a function of the
presentation layer.

2) again, numberFormat() will put the commas in on the presentation. 
decimalFormat() might...not sure...need to check the docs.
