I have a little tool called Screen Measure that pops up a real slick ruler on the screen. I can resize my windows as needed, and it allows for magnification of the area on the screen right next to the ruler, so you can measure to the pixel with ease. It converts from horizontal to vertical measuring in one click. I use it all the time.
