Especially government intranets. They are weary to change anything they can't control on an enterprise level. IE fits real nice into that comfort zone.

If I remember right, you are talking about Intranet apps here, and I don't think there are any definitive surveys that cover that hidden world. My guess is IE is still a monopoly on Intranets.
