This is documented pretty clearly within the Adobe Acrobat documentation. Encrypted PDFs can't be indexed by any search engine; it's not just a Verity thing. When encrypting PDFs within Acrobat, you have the option to leave the document metadata unencrypted. In that case, Verity should be able to index the metadata, but will not be able to index the contents of the document itself.
