CF7 developer allows you to access it using up to 3 different ips.  It
doesn't matter how many ips the server runs on, as long as the client ips
are limited to 3 (and this is between server restarts).  

If you are the only one accessing the stuff on your dev server, there is no
problem.  If you have a larger team, you can either try to get around the ip
restriction (which we still haven't gotten a clear word from Adobe on
whether it complies with the license or not), restart the CF service every
time you run into the ip limitation, or buy the full version.
