There are some free ones out there, and a couple that charge fees. However, if it's an option for you, I recommend that you set up apache instead. (You can even set it up alongside IIS on a different IP. Apache URLRewrite module has no equal, and any IIS module will never come even close. Not to mention all the other nifty core and optional modules that apache provides.
If you're going to use apache with CF, download the 2.0.55 one, as there is currently no support for the latest 2.2 branch.
