Using Access (not me, a client has to use it!)...

I have a tblStates. I need a few different tables to be related to it. A local 
agency is in a state. A contributor is in a state, a state coordinator is in a 
state, etc. 

When I join tblStates in a query it blows up. I get no records returned. I 
guess it has something to do with it being related to multiple tables... even 
sql server tells me I can't create this kind of relationship and enforce 
integrity because it'd create multiple cascading update/delete paths. Access 
lets me do it though. 

Is there an answer for this? Where is the flaw in my db design?
