You'd be surprised. In both my current neighborhood and my old neighborhood, the association had only photocopies of the physical, legal document filed with the county. The original lawyers who wrote the document probably *HAD* an electronic copy but I presume that in 1995 the developer did not think about getting it in electronic format as well as printed format.
