How does the user know the name of the text file(s)?  Is he selecting from a
list?  Is it a result of a query he requested?

If the path and file name are known, the user should be able to just click
on a link.
<a href="path/filename.txt">download file</a>  With a .txt file, this will
probably display the file contents in the browser, but to download the file
he can right-click and select Save Link As...

Hello everyone,
I have text files present in the directory.I have a
form which has a textfield and a submit button labeled
as "view".
I want if any one types the name of the textfield and
presses "view" button then should be able to view the
contents of the text file as well able to save it.
