I got it to work, apparently I was trying to output the file to one of the servers that coldfusion could not see. Permissions or something. I changed the server where the file will be written and now it works fine. It will end up in a bat file once in production. I was just trying to get it working so I know what needs to go in it.

I also make sure to use the full path of the bat to execute it because I'm never certain what path the cfexecute command executes relative to in the file system.
